FY 2025-2026 HUD CoC NOFO Competition
Overview
The Continuum of Care (CoC) Program, authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381–11389) (the Act), and the CoC Program rule found in 24 CFR part 578 (the Rule) is designed to perform four main duties as described in 24 CFR 587.1.
Promote communitywide commitment to the goal of ending homelessness;
Provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities, and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;
Promote access to and effective utilization of mainstream programs by homeless individuals and families; and
Optimize self-sufficiency among individuals and families experiencing homelessness.
Towards this end, the U.S. Department of Housing and Urban Development (HUD) administers annually, the CoC Program Competition. This process begins with the review of the Grant Inventory Worksheet (GIW) and the release of the CoC Program Notice of Funding Opportunity. The application process concludes when the Collaborative Applicant on behalf of the Merced City & Count Continuum of Care (CA-520) submits to HUD the Consolidated Application, the CoC Priority Listing, and the CoC Planning Application.
